General Description


The Captain of Training/Paramedic performs professional and technical work responsible for the Fire and EMS training needs of the Citrus County Fire Rescue Department.  Performs duties required for the application of technical skills with some latitude in decision-making, initiative, and leadership within established departmental policies, procedures, and practices.  Works in a uniformed shift position, consistent with departmental practices and is required to carry a county-provided cellular telephone while on-duty. This position will work a 24hr. on / 48hr. off rotating shift schedule, assigned at the discretion of the Deputy Fire Chief.


Essential Functions


  • Drives and/or operates a county vehicle or equipment and must obey all safety policies, and roadway rules and laws.
  • Supervises, plans, and coordinates work of assigned staff.  Reviews and evaluates employee performance and completes performance evaluations.  Counsels staff and initiates commendations or disciplinary action when appropriate.
  • Plans, organizes, and directs the department issued training activities for personnel.
  • Maintains effective communication with command staff and company officers.
  • Develops short and long-range plans for the department in assigned areas of responsibility.
  • Reviews and analyzes methods, equipment utilized, and performance to increase training effectiveness for the department.
  • Performs training and evaluation of suppression personnel.
  • Assists in the coordination of the Fire Training Center classes and operations.
  • Acts in a confidential capacity to assist all members of the Fire Rescue Command Staff.
  • Performs research and implement programs to ensure the Citrus County Fire Training Center operates in an efficient, effective, and safe manner.
  • Remains current on the principles, practices, and new developments in the field of fire suppression, rescue, and special operations.  Incorporates new developments as appropriate.  Creates and/or updates department training materials according to best practices.
  • Makes recommendations for the annual training budget to include such materials as equipment, supplies, improvement sand related needs.
  • Responds timely to emergency incidents for assignment to roles such as safety officer, division or group supervisor, suppression activities, etc.
  • Assists with formulating policies and procedures regarding Citrus County Fire Rescue operations.
  • Responds timely to requests, inquiries, and problems, often via telephone, from citizens, vendors, co-workers, and other county divisions and provide assistance in their resolution.
  • Prepares correspondence including medical policies, letters, reports, and other documents.
  • Performs physical tasks essential to the functions of a Firefighter/Paramedic.
  • Performs other duties as required.


Minimum Requirements


Education, Training, and Experience

  • High School Diploma of GED equivalent.
  • Internal applicants must have two (2) years of experience at the company officer level and meet all educational requirements for the position.
  • Outside applicants must have six (6) years of full-time service in a career department with two (2) of those years at a company officer level.
  • All applicants must have a minimum of two (2) years of service as a credentialed paramedic in an established ALS system.
      
Certificates, Licenses, Registration, Skills
  • Valid Florida Driver License or must obtain within 30 days of establishing residency in Florida.
  • Following Certifications from the State of Florida:
    • Firefighter II compliance certification
    • Paramedic (must credential with department medical director within 30 days of appointment). 
    • Fire Officer II (preferred, must obtain within 1 year of appointment)
    • Fire Safety Inspector I (preferred, must obtain within 1 year of appointment)
    • Fire Service Instructor I
    • Live Fire Training Instructor I
    • Safety Officer (preferred, must obtain within 1 year of appointment)
  • Must have or be able to obtain within six (6) months of employment,
    • American Heart Association Basic Life Support (BLS) Trainer certification
    • Advanced Cardiovascular Life Support (ACLS) Instructor certification 
  • Ability to perform physical tasks essential to the functions of a Firefighter/Paramedic.
  • Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.
  • Ability to communicate effectively, both orally and in writing.  Must be able to prepare written reports, using appropriate format, punctuation, spelling, and grammar.
  • Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.).
  • Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses:
    • IS-100.c: Introduction to the Incident Command System (ICS)
    • IS-200.b: ICS for Single Resources & Initial Action Incidents
    • IS-700.b: An Introduction to the National Incident Management System
    • IS-800.c: National Response Framework, an Introduction

Physical Requirements/Work Environment
  • Requires a combination of sitting, standing, and walking.
  • The job involves frequent lifting and carrying up to and exceeding 50 pounds.
  • The job requires frequent bending, squatting, crawling, climbing, kneeling, balancing, jumping, throwing, twisting, and reaching above shoulders.
  • The job requires the completion of tasks that involve simple grasping, pushing, pulling, fine manual manipulation, typing, operating foot controls/levers, driving automotive equipment, and working in darkness.
  • The job requires normal visual acuity and field of vision, depth perception and color vision, hearing, and speaking.
  • The job may risk exposure to adverse weather, moving machinery, fumes and gases, electrical hazards, unprotected heights, and extreme noise.

 Emergency Response/Recovery Activities
  • All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location, and work schedule to fit the needs of the County and its citizens. Emergency response duties may also include driving and/or operating a county vehicle or equipment and employees must obey all safety policies, and roadway rules and laws.
