The Ventura Fire Department is comprised of six fire stations that serve an area of approximately twenty square miles. The Department is staffed by 72 sworn and 11 non-sworn personnel in three Divisions: Administration, Operations, and Fire Prevention. Last year, the Fire Department responded to approximately 16,700 fire, emergency medical, hazardous materials, and rescue calls. THE POSITION
This is a non-sworn, non-safety, at will position. Firefighter-Paramedic Recruits undergo an 18-week fire academy and may undergo additional departmental training designed to provide an overview of the fire service, training in various regulations and procedures, firefighting techniques, first aid, physical fitness, and other related duties. Firefighter-Paramedic Recruits are assigned to a 40-hour work week schedule.

This recruit position is designated as "at-will", serving at the pleasure of the appointing authority, and subject to discharge without cause and without right of appeal.

Subsequent appointment as a sworn Firefighter Paramedic-Trainee is based on overall Academy performance, evaluations, and the availability of positions. Upon appointment, Firefighter Paramedic-Trainees are assigned to a 56-hour work week schedule and serve a 12-month probationary period from the date of appointment. If an employee successfully completes probation as a Firefighter-Paramedic Trainee, the employee is "flexibly-staffed" to Firefighter-Paramedic.

Firefighter-Paramedic Recruit (salary: $5,241/month): This is an "at-will" position, serving at the pleasure of the appointing authority, and subject to discharge without cause and without right of appeal. Successful applicants undergo an 18-week fire academy and departmental training program which covers fire service, regulations and procedures, firefighting techniques, physical fitness, and other related duties. Subsequent appointment to the sworn Trainee classification is based on Academy performance, evaluations, possession of required certifications and availability of positions. Firefighter-Paramedic Recruits are assigned to a 40-hour work week schedule.

Firefighter-Paramedic Trainee (salary: $5691 - 6,917/month): Upon appointment to this classification, Firefighter-Paramedic Trainee's are assigned to a 56-hour work week schedule (24-hour shifts including weekends and holidays) and serve a 12-month probationary period in this classification. Trainees perform emergency medical services as certified paramedics and perform fire service duties while working in a training capacity. Employees successfully completing the 12-month probationary period advance to a Firefighter-Paramedic classification (salary $5,816 - $7,423/month) performing the full range of journey level firefighter-paramedic duties.

Qualifications

I:  REQUIRED AT TIME OF APPLICATION:
Education/Experience:
High school graduate or G.E.D.

Age: Must be 18 years of age.

Citizenship: Applicants must be United State citizens or show proof of application for U.S. citizenship at least one year prior to application.

License/Certificate: Possession of a current California Paramedic license (EMT-P) or National Registry Paramedic license AND a current Healthcare Provider CPR certification.

 DO NOT UPLOAD COPIES OF THE CERTIFICATES/LICENSES TO YOUR CITY APPLICATION.  APPLICANTS WILL UPLOAD ALL REQUIRED CERTIFICATES/LICENSES DIRECTLY TO THEIR FCTC PROFILE.  FCTC WILL VALIDATE UPLOADED DOCUMENTS PRIOR TO PLACING APPLICANT ON THE FCTC STATEWIDE ELIGIBILITY LIST.

II:  REQUIRED TO BE PLACED ON THE CITY’S ELIGIBILITY LIST:

In addition to the above requirements, candidates must have a valid Cal-JAC Candidate Physical Abilities Test (CPAT) certificate dated between 9/26/2018 and 9/25/2019, pass the Firefighter Candidate Testing Center (FCTC) written exam, AND be active on the FCTC State Eligibility List on 9/25/2019 to continue in the process and be placed on the City’s eligibility list.

III:  REQUIRED PRIOR TO ACADEMY HIRE DATE:

Possession of the following certificates/licenses:

  • Current California Class C driver license with an acceptable driving record.
  • Current and valid Pediatric Advance Life Support (PALS) certification OR Pediatric Education for Pre-Hospital Providers (PEPP) certification.
  • Current and valid Advanced Cardiac Life Support (ACLS) certification.

DO NOT UPLOAD COPIES OF THESE CERTIFICATES/LICENSES TO YOUR CITY APPLICATION.  IF SELECTED FOR HIRE, CANDIDATES WILL BE REQUIRED TO SUBMIT COPIES OF THESE CERTIFICATES LATER IN THE SELECTION PROCESS.

Highly desirable qualifications: One year of 911 emergency paramedic experience, and some firefighting experience. AS degree in Fire Science, Fire Technology certification, or California Firefighter I certification from an accredited agency.

Trainee: Within one-year probationary appointment to Trainee, incumbent is required to obtain and thereafter maintain a Ventura County Paramedic Level II certification, and a current and valid California Class C driver license with a firefighter endorsement.

Physical Requirements for both levels: Must be physically capable of performing all tasks required of a Ventura Firefighter-Paramedic, including rigorous activities associated with emergency operations. Fitness will initially be determined by possession of a Cal-JAC Candidate Physical Abilities Test (CPAT) certificate, and ability to pass a medical evaluation.

Residency Requirements: Incumbent must maintain as a permanent residence, and regularly reside at, a residence that is located within 150 miles from the Ventura Fire Department Administrative Offices. Before employment, candidates must submit documentation verifying legal right to work in the United States.

Background Check: Requires the ability to pass a comprehensive background investigation, which may include a polygraph examination.

APPLICATION AND SUPPLEMENTAL QUESTIONNAIRE REVIEW
A review of application and supplemental questionnaire will be conducted and applicants meeting the minimum qualifications and desired background experience for successful performance as a Firefighter-Paramedic Recruit are required to have a valid Cal-JAC CPAT certificate, successfully meet the written examination requirement AND be active on the Firefighter Candidate Testing Center (FCTC) Statewide Eligibility List.  Applicants that meet the Cal-JAC CPAT and written examination requirements and are active on the FCTC Statewide Eligibility List will be certified to the City’s eligibility list for employment consideration.

Applicants are required possess a valid Cal-JAC CPAT certificate issued by the Fire Candidate Testing Center (FCTC) or any CPAT testing center certified by the California Fire Fighter Joint Apprenticeship Committee (Cal-JAC) including those listed below. This certificate must be dated between September 26, 2018 and September 25, 2019.  The CPAT test fee is the responsibility of the applicant.

WRITTEN EXAMINATION
Applicants are required to meet the qualifying written component by successfully completing (passing score of 70% or greater) the Firefighter Candidate Testing Center (FCTC) written examination between September 26, 2018 and September 25, 2019 AND are required to be active on the FCTC Statewide Eligibility List on September 25, 2019.

ELIGIBILITY LIST
Applicants that meet both the CPAT and written exam requirement and are on the FCTC Statewide Eligibility list will be certified to a City eligibility list, which will be sent to the Fire Department for further consideration.

DEPARTMENT SELECTION INTERVIEWS
A limited number of candidates will be invited to participate in department selection interviews being held on October 7 - October 9, 2019.  Candidates are required to bring copies of their valid EMT-P and Healthcare Provider CPR certification to the department selection interview.

If selected for hire, candidates are required to submit a copy of their current California Driver license, PALS or PEPP and ACLS certificates prior to the Academy date of hire. Please do not submit copies of any license, certification or training with your application.

FIRE ACADEMY: Candidates selected for hire will be required to complete a Fire Academy.
