The City of Salem is seeking to fill two Management Analyst I position in the Fire Department. This position is ideal for a highly motivated individual experience with analytical problem solving, coordinate administrative functions of a division, project, or program, and exceptional customer service skills. The Paramedic Analyst is responsible for analyzing and interpreting data related to EMS operations, patient care, and performance metrics. This role involves collecting and analyzing data, generating reports, and providing insights to support decision-making and improve the effectiveness of EMS services. The Paramedic Analyst will work closely with EMS leadership and staff to identify trends, evaluate performance, and enhance operational efficiency.

What you will do:
This role is responsible for collecting, analyzing, and interpreting data to support the improvement of emergency medical services (EMS) operations and patient care outcomes. This role involves compiling data from various sources, such as electronic health records (EHR), patient care reports, and operational metrics, to identify trends and areas for enhancement. The analyst prepares detailed reports and visualizations for EMS leadership, evaluating performance metrics such as response times, patient outcomes, and resource utilization. They play a key role in quality improvement initiatives by providing data-driven insights and collaborating with EMS staff to implement recommended changes. The role also includes ensuring data accuracy and integrity, optimizing data collection processes, and maintaining compliance with relevant regulations and standards. Additionally, the analyst provides training and support to EMS personnel on data collection procedures and tools, while staying informed about industry trends and regulatory updates to guide best practices in data management and analysis.

What are the minimum qualifications?

  • Must pass the pre-employment background check.
  • Must have an Oregon Driver license and meet the City of Salem's driving standards.
  • Bachelor's degree from an accredited college or university in public administration, business administration or a related field, and three years of experience in a related field, or any combination of experience and training which provides the required knowledge, skills, and abilities to perform the essential functions of the class.
  • Depending on area of assignment, must pass criminal background check necessary to obtain Criminal Justice Information System clearance and Law Enforcement Data System certification within 30 days of hire (clearance must be maintained throughout employment.

  • Data Collection and Analysis
    • Gather, compile, and analyze data from multiple sources, such as electronic health records (EHR), patient care reports, and operational metrics.
    • Conduct statistical analyses to identify trends, patterns, and areas for improvement in EMS operations and patient care outcomes.
  • Reporting and Visualization
    • Prepare detailed reports and data visualizations to communicate performance metrics, including response times, patient outcomes, and resource utilization.
    • Present data-driven insights to EMS leadership and other stakeholders to support decision-making and strategic planning.
  • Performance Evaluation
    • Evaluate the effectiveness of EMS protocols and procedures by analyzing key performance indicators.
    • Identify areas of success and opportunities for improvement, offering actionable recommendations to enhance service delivery and operational efficiency.
  • Quality Improvement Initiatives
    • Support quality improvement efforts by providing data analysis and collaborating with EMS staff to implement improvements.
    • Monitor the impact of changes and refine recommendations as necessary.
  • Data Management and Integrity
    • Maintain the accuracy, reliability, and security of data systems through effective management practices.
    • Work with IT and data systems teams to optimize data collection processes and ensure seamless integration with EMS software systems.
  • Training and Support
    • Provide training to EMS personnel on data collection procedures and the use of analysis tools.
    • Develop and share guidelines and best practices for data management and analysis.
  • Regulatory Compliance
    • Ensure data collection, analysis, and reporting activities comply with applicable regulations, standards, and organizational policies.
    • Stay updated on industry trends and regulatory changes to ensure adherence to current requirements.
  • Collaboration and Communication
    • Collaborate with EMS leadership and staff to understand operational needs and tailor data analysis efforts accordingly.
    • Effectively communicate findings and recommendations to diverse audiences, ensuring clarity and actionable results.
 Preferred qualifications:
  • Certifications: Paramedic, Registered Nurse (RN), or Certified Health Data Analyst (CHDA).
  • Experience: Prior experience in EMS or healthcare data analysis, including the use of EMS performance metrics and electronic health records (EHR).
  • Education: Advanced coursework or degrees in healthcare, public administration, or a related field.
  • Technical Skills: Proficiency in analytics tools like Tableau, R, Python, or SQL is highly desirable.
  • Knowledge of EMS Operations: Familiarity with EMS protocols, operational workflows, and quality improvement practices.
