Overview

The Epidemiologist will work with the Chief Medical Officer and collaboratively with Health
Services leaders and stakeholders to plan, design, implement, and analyze data for key projects
and initiatives. The Epidemiologist will monitor population health outcomes, provide
recommendations for improvement, evaluate program practices, and contribute to evidence-based
decision-making in support of Partnership’s mission.

Responsibilities

▪ Collects and analyzes data to identify health trends, patterns, risk factors, and
opportunities for intervention among our member population using statistical software
(e.g., Business Objects and/or SAS, SPSS, R), ensuring data accuracy and completeness.
▪ Conducts complex data analyses on large and small datasets using methodological
techniques for epidemiological analysis.
▪ Provides epidemiological expertise to support quality improvement initiatives and
population health management efforts.
▪ Provides consultation to Partnership staff and external health partners on epidemiologic
research methodology and design.
▪ Supports program and policy planning activities with reports and collaboration as part of
interdisciplinary teams to design, implement, and evaluate health promotion and disease
prevention programs.
▪ Assists with health outcome program and policy planning activities of the department
with reports and information and by serving as an epidemiological content specialist.
▪ Analyzes health-related trends; assesses individual- and community-level risk factors in
populations; interprets and reports findings that have health implications and develops
policy recommendations.
▪ Contributes to the development of implementing surveillance systems to monitor and
track health issues affecting members
▪ Prepares comprehensive reports and presentations papers to communicate findings to
health practitioners, policymakers, and the public.
▪ Conducts literature reviews and synthesize scientific information to inform public health
practices and policies.
▪ Assists with protocol submissions, amendments, and continuing reviews to maintain
compliance with regulatory bodies.
▪ Other related duties as assigned

Qualifications

 

Education and Experience

Masters of Science or Masters of Public Health degree in Epidemiology,
Public Health, or a closely related field; PhD, or DrPH preferred. 3-5
years of experience in applied epidemiology, preferably in a healthcare
claims database/EMR or public health setting.

 

 

Special Skills, Licenses and Certifications

Strong proficiency and interpretation in statistical analysis and
organizational ability. Experience working with Epidemiologic research
methodology (e.g. epidemiologic measures, study design, stratified
analysis techniques). Experience working with advanced statistics (e.g.
Poisson, generalized linear, logistic, logic, negative binomial,
hierarchical, and Bayesian regression). Excellent analytical and
problem-solving skills with attention to detail. Outstanding written and
verbal communication abilities. Knowledge of HEDIS measures and
quality improvement in healthcare settings is beneficial. Experience
with health insurance claims data analysis is a plus. Leadership and
project management capabilities. Ability to work effectively in highpressure situations and adapt to changing priorities. Knowledge of
government regulations and public health policies. Knowledge of MediCal, Public Assistance, or Social Security programs preferred.

 

 

Performance Based Competencies

Experience working with modeling techniques to predict trends or
assess the impact of efforts in chronic disease and/or prevention
interventions (e.g. such as but not limited to discrete event modeling,
agent-based modeling, and related data simulations). Experience
working with large Public Datasets (e.g. US Census, NHANES and
NHIS). Desired competencies (ex: Knowledge of DHCS, Medi-Cal,
CalAIM and/or NCQA regulations. Ability to work within an
interdisciplinary structure and function independently in a fast-paced
environment while managing multiple priorities and deadlines. Strong
organizational skills required. Computer literacy and proficiency.
Excellent attention to detail and written and verbal communication
skills in English. Demonstrated experience and ability to build effective
working relationships and to represent the department effectively in
order to accomplish goals. Ability to manage multiple concurrent
projects and maintain a work pace appropriate to the workload. Ability
to assist individuals in recognizing and solving problems. Ability to
supervise, train, motivate, provide guidance to staff. Ability to use good
judgment and handle confidential and sensitive issues with tact and
diplomacy.

 

 

Work Environment And Physical Demands

Ability to use a computer keyboard. Ability to prioritize workload and
initiate action to acquire needed information from professionals by
phone. Ability to function effectively with frequent interruptions and
direction from multiple team members. More than 50% of work time is
spent sitting or standing in front of a computer monitor. Must be able to
lift, move, or carry objects of varying size, weighing up to 25 lbs. Some
travel required (up to 25%) including occasional overnight.
